2. Main Steps of the Decision Making

 

Proposal

The Commission has a monopoly of legislative initiative. The Commission’s proposal is the result of an extensive consultation process, which may be conducted in various ways within the Commission organs (inter-service consultation) and within the framework of wide consultations with the citizens and businesses organisations. The idea of the legislative need could come from the need of the EU objectives, from the Member States in the form of the Council conclusions for example, from the presidency program, from reports by experts, consultation of national experts, international organisations and/or non-governmental organisations, consultation via Green and White Papers, from impact studies, pier reviews.

 

The Commission’s proposal is adopted by the College of Commissioners and is published in the Official Journal of the European Union (in the “C” Series) as the communication of the Commission. The proposal is forwarded simultaneously to the European Parliament and to the Council.

 

Adoption

The legal basis adopted by the Commission will determine the legislative procedure and the voting system to be applied within the Council.
